(AP) ? China's state broadcaster isn't saying why the station ran the music to "America the Beautiful" during the gala live broadcast of the country's latest space launch.

Strains of the famed American patriotic tune rang out following the launch of the Tiang Gong-1 experimental space station module late Thursday night.

It wasn't clear why the music had been picked or whether CCTV producers were aware of the origins of the song, whose lyrics include the lines "America! America! God shed His grace on thee."

An operator answering phones at CCTV's Beijing headquarters on Friday said no spokesman was available and calls to the station's international affairs department rang unanswered.

Legal opinion puts L.A. City Hall's budget cuts in jeopardy - latimes ...

Faced with spiraling pension costs, Los Angeles Mayor Antonio Villaraigosa and the City Council moved this summer to freeze the amount of healthcare benefits given to thousands of cops and firefighters once they retire. Those benefits would not increase in coming years, Villaraigosa said, unless employees contributed more toward retirement from their paychecks.

That arrangement was designed to save the city $44 million this year. But in a reminder of the risks faced by local agencies when they tinker with pension benefits, a law firm retained by the city?s Fire and Police Pensions board concluded this month that those health benefits were already guaranteed -? and that the city has an obligation to cover the cost of rising healthcare premiums.

Since the opinion was released, at least one pension board member has called for a lawsuit challenging the city's decision to freeze monthly medical benefits for retirees. Meanwhile, civilian city employees are demanding a legal opinion on whether they too should be spared from limits on their retiree health benefits.

The city?s decision to cap the monthly medical subsidy was the single biggest step toward balancing this year?s budget, saving $100 million this year once civilian workers are included, said City Administrative Officer Miguel Santana. The city?s top budget official, Santana said the mayor and the council had "every right" to freeze the healthcare benefit at the existing level. "We committed to a majority of workers that if they want that benefit to grow with inflation, then they need to start contributing," he said.

"If anyone is successful in asserting that the city has no right to receive this contribution from its employees ? what?s put at risk is $100 million for this fiscal year," he added.

The city?s bargaining committee, which is made up of Villaraigosa and four council members, went behind closed doors Tuesday to discuss the legal opinion. That panel secured its own written legal advice, from a different law firm, saying the city was on the solid legal ground when it imposed new limits on retiree health benefits.

Villaraigosa described the arguments set out in the pension board's legal opinion as "absolutely ludicrous and untenable."

"I believe we?re absolutely on strong legal ground," he said.

Pension and retirement costs have been steadily rising in recent years, consuming $769 million of this year?s general fund budget, which pays for basic services such as parks and public safety. Retired police officers and firefighters each currently receive a monthly healthcare subsidy of $1,097 a month. That is enough to cover a monthly premium for two people enrolled in either Kaiser or a Blue Cross HMO, according to figures provided by Santana?s office.

The subsidy has been increased on a yearly basis since 1975. But under the city's plan it will no longer rise with inflation unless individual police officers and firefighters pay an extra 2% of their salaries toward their retirement.

The deadline for police and firefighters to decide whether to pay more is Thursday. Fire and Police Pensions board member George Aliano, a retired cop, said employees should not have to pay that amount, based on the opinion his agency received.

Aliano also said city leaders should not have put public safety workers in the difficult position of having to decide what to do when the legal issues remain unresolved.

"They?ve gotten themselves in a mess. Because if they lose [in court], they have to stop everything -- stop the people from paying the 2%, and give back money to the people who paid the 2%," he said.

Trial date set in case against Bulger girlfriend (AP)

BOSTON ? A judge has set an April trial date for the woman charged with helping former Boston crime boss James "Whitey" Bulger elude authorities for 16 years.

Catherine Greig (Grehg), Bulger's longtime girlfriend, is being held without bail after pleading not guilty to a charge of conspiracy to harbor and conceal a fugitive.

During a brief status conference in federal court Thursday, a judge scheduled Greig's trial to begin April 23. Greig did not attend the hearing.

Her lawyer says she was in love with Bulger and didn't know the extent of his alleged crimes when she left Boston with him in 1995.

On Wednesday, prosecutors said in a court filing that they plan to seek a new indictment against Greig. Her lawyer declined to comment on potential new charges.

Obama says he can't fix immigration on his own (AP)

WASHINGTON ? Facing weakening support among Hispanics, President Barack Obama expressed deep frustration Wednesday over what he called an inaccurate and damaging perception that he can fix the nation's flawed immigration system on his own.

"This notion that somehow I can just change the laws unilaterally is just not true," Obama said during a White House roundtable targeting Hispanic voters, a key constituency for the president's re-election campaign.

The president said comprehensive immigration reform continues to be a "top priority" for his administration. But he blamed Republicans in Congress for failing to join Democrats in supporting legislation that would address the flow of foreigners into the U.S. and deal with illegal immigrants already in the U.S.

"Only a few years ago, as I said, you had some Republicans who were willing to recognize that we needed to fix our immigration system," Obama said, noting that his predecessor, George W. Bush, was among them. "Right now you do not have that kind of leadership coming from the Republican Party."

A strong majority of Hispanics supported Obama's election in 2008. But his support among Hispanics has declined, as it has in the broader population. A recent Gallup survey found 48 percent of Hispanic voters approving of Obama's job performance, compared with 60 percent in January.

While Obama has made little progress on comprehensive immigration legislation, he has pushed Congress to pass the Dream Act, which would provide a route to legal status for college students and service members brought to the country as children. The bill passed the House last year when it was controlled by Democrats but was blocked by Senate Republicans.

"I think there's been a great disservice done to the cause of getting a Dream Act passed and getting comprehensive immigration passed by perpetrating the notion that somehow by myself I can go and do these things," Obama said. "We have to pass bills through the legislature and then I can sign it."

Democrats view Hispanic voters as a voting bloc in 2012 that could help determine the outcome in swing states such as Florida, Colorado and Nevada. The Democratic National Committee has aired Spanish-language ads in those states in the past week to tout the benefits of Obama's jobs bill for small business and workers in the construction industry, which the DNC said employs 2.77 million Hispanics.

Hispanics accounted for more than half of the U.S. population increase over the last decade, exceeding estimates in most states and totaling 50 million.

The burgeoning Hispanic population, Obama said, means it will only be a matter of time before the country sees a strong Latino candidate for president or vice president.

"I am absolutely certain that within my lifetime we will have a Latino candidate for president who is very competitive and may win," Obama said.

The president spent more than 30 minutes taking questions submitted online, covering topics from U.S. policy toward Cuba to the president's $447 billion jobs bill. Obama said the jobs legislation would have a particularly positive impact on the Hispanic community, which has an unemployment rate of 11.3 percent, compared with the national unemployment rate of 9.1 percent.

Obama also said he believed federal courts would rule "fairly soon" on the Defense of Marriage Act, or DOMA, the law that defines marriage as between one man and one woman. While the White House backs repealing DOMA through Congress, Obama said Wednesday that he does not believe there are enough votes on Capitol Hill to overturn the law.

The president was also pressed on the status of Puerto Rico, where a statehood referendum is planned for next year. Obama said he believes the island will remain a U.S. commonwealth unless there is a "solid indication" of support for statehood.

"If it split down the middle or 51-49, I think Congress' inclination is going to be not to change but to maintain status quo until there is greater indication there is support for change," he said.

It's unclear whether any Republican presidential candidate can sway Hispanic voters. Several top GOP contenders, including former Massachusetts Gov. Mitt Romney, have taken a hard line on immigration, calling for a fence and more troops along the border with Mexico to stop the flow of illegal immigrants.

Texas Gov. Rick Perry has been the outlier on immigration in the Republican field, and he is hoping his moderate record will appeal to Hispanics. But his rivals believe Perry's stance on immigration could be a weakness with his party's more conservative wing.

Perry insists that a physical border fence is an impractical way to control the flow of immigrants into the U.S. He also supported a 2001 Texas law that allows the children of undocumented immigrants to receive in-state tuition at Texas universities if they meet certain requirements.

Concrete Floor Staining at Half the Cost

Concrete floor staining at half the cost, is this a joke? No it isn't! It is possible to carry out concrete floor staining which is not as expensive as acid staining. The first thing to do before you begin concrete floor staining is to collect all the material required for this project. The supplies you require will be easily available at your local hardware store or a home improvement store. The list of supplies needed for concrete floor staining is as follows:

1. Solid concrete stain - It is ideal to get two colors that go together, such as, chocolate brown and tan.
2. Concrete sealer - These come with a luster or plain. The choice is entirely yours, whether you desire a plain floor or one with a nice shine. When picking up the sealer buy enough to seal the floor for at least 6 times.
3. Gallon Sprayer - For staining the floor, you will also require a gallon sprayer. If you don't already have one, you can buy a cheap one from a hardware store. Just ensure the sprayer comes with an adjustable nozzle.
4. A roller - You will require a roller with a long handle, a semi smooth nap and a tray for the paint.
5. Plastic and Painters Tape - These are essentially for protecting other surfaces from getting stained.
6. Cardboard sheet - A sheet of cardboard can be used for testing colors before you begin the actual concrete floor staining.

The other things you will require is, dirty cloth and working gloves. Clear the room of all soft furnishing, the room where you want to carry out concrete floor staining must essentially be bare. Clean the room thoroughly, as it is best to begin concrete floor staining on a clean surface. Once you have done all the preparation, you are ready to begin your concrete floor staining project.

Just before you start concrete floor staining, mix the concrete stain well as it tends to separate easily. The next thing that you should do is to pour the stain into the sprayer and test the pattern on the cardboard piece. If you are satisfied with the result, begin the concrete floor staining work. Hold the spray away from the floor to get a clean concrete floor staining effect. While carrying out the concrete floor staining, keep in mind that you have to give the floor the most natural look. Don't attempt to cover the complete floor, but create a natural stone look. When you are done, wait for the stain to dry before giving the floor a second coat. Once the staining is completed, you can use the roller to apply the sealer. The sealer is used to protect the stain from getting scratched.

Thousands run in underwear to protest Utah laws

(AP) ? Thousands of people stripped to their underwear and ran through Salt Lake City to protest what they called the "uptight" laws of Utah.

Undie Run organizer Nate Porter says the goal of the event Saturday was to organize people frustrated by the conservative nature of state politics.

Nudity was prohibited by organizers. Participants donned bras, panties, nightgowns, swimwear or colorful boxer shorts ? and some added political messages by expressing support for causes like gay marriage on their chests, backs or legs.

Salt Lake City is the home of the Mormon church, which is a vocal opponent of gay marriage.

Porter estimates 3,000 people participated in the run, which began in downtown Salt Lake City and circled past the state Capitol building about a mile away.

Sprint?s new Push-to-Talk Service launches Oct. 2

Sprint Direct Connect -- that's the name of the new Push-to-Talk service coming from Sprint  next week (Oct. 2, to be exact), is bringing a lot of changes to Push-to-Talk as we know it today according to Paget Alves, president-Sprint Business.

“We’ve seen steadily increasing demand for faster data speeds, better and broader coverage, and more applications on push-to-talk devices. Sprint Direct Connect is designed to solve for all three.”

Sprint’s 3G data network will be used now instead for Push-to-Talk services instead of the aging iDEN system and while coverage support for Direct Connect won't be as broad at first, Sprint expects that by 2012 direct connect coverage will be almost three times the square miles covered by iDEN.

When it comes to compatible devices, Sprint has stated three new devices will be released in Q3 that are compatible with the new direct connect service. The Kyocera DuraMax and DuraCore will both be available but Sprint left out the other. We're guessing that's because they've not yet announce the previously outed Motorola Admiral, which should support the services as well. Typhoon kills 16 in Philippines, floods Manila

Downtown areas along Manila Bay saw their worst flooding in decades as a powerful typhoon dumped rain and sent surging waves as tall as palm trees crashing over sea walls.

At least 16 people were killed, most of them in metropolitan Manila, which already was soaked by heavy monsoon rains ahead of Typhoon Nesat's arrival.

The victims included a 22-month-old boy, Reuters reported. Large portions of Manila were without power.

'It's flooded everywhere'
Pounding rains obscured the view of anyone on the streets as soldiers and police scrambled to safely evacuate thousands of people in low-lying areas, where rivers and the sea spilled into shanties, hospitals, swanky hotels and even the seaside U.S. Embassy compound, which was closed Tuesday.

"It's flooded everywhere. We don't have a place to go for shelter. Even my motorcycle got filled with water," said motorist Ray Gonzales, one of thousands stranded by fast-rising floodwaters.

The massive flooding came exactly a day after this sprawling, coastal city of 12 million held commemorations for the nearly 500 people killed during a 2009 cyclone, which dumped a month's rainfall in just 12 hours.

Some residents acted more quickly this time to evacuate homes as waters rose, including in the Manila suburb of Marikina where 2,000 people escaped the swelling river by flocking to an elementary school, carrying pets, TV sets, bags of clothes and bottled water.

"We can replace things, but not people's lives," said janitor Banny Domanais, arriving at the school with his wife and three young daughters.

Typhoon Nesat hit ashore before dawn Tuesday in eastern provinces and headed inland just north of Manila with up to an inch of rain per hour, half that of the storm two years ago, said government forecaster Samuel Duran.

The geography of the archipelago makes it a welcome mat for about 20 storms and typhoons forming in the Pacific each year but the latest onslaught still caught many by surprise.

In all, authorities ordered more than 100,000 people across the country to shelter from Typhoon Nesat's rains, winds of 75 mph and gusts of up to 93 mph ? enough to bend street signs.

Along downtown Manila's historic baywalk, cars and buses were stuck and residents struggled through floodwaters as waves washed over the seawall, turning a six-lane highway into a huge brown river. Sidewalks and entrances to buildings were swamped and vehicles stranded along narrow streets.

Manila Hospital moved patients from its ground floor, where waters were neck-deep, spokeswoman Evangeline Morales said. Hospital generators were flooded and the building had no power since early Tuesday. Emergency workers evacuated river areas in the city that are notorious for flooding.

An Associated Press photographer said soldiers and police in trucks moved thousands of residents, mostly women and children, from the Baseco shanty facing Manila port after many houses were washed away. Male family members were reluctant to leave saying they wanted to guard their property.

The Philippine Stock Exchange and U.S. Embassy were also closed Tuesday. Waters at the gates of the embassy compound, which is located along Manila Bay, reached chest-deep.

"There was some flooding in the embassy, I don't know the extent. I'm not there right now," said embassy spokeswoman Tina Malone. She said employees on their way Tuesday turned around when told of a decision to close the embassy.

The Sofitel Philippine Plaza relocated its guests after flooding damaged areas of the high-end hotel on the shores of Manila Bay. Sirinate Meenakul, the hotel's regional communications director, said no guests or staff were injured. She did not say how many guests were there.

Billboard falls onto bus
Residents in one neighborhood of Quezon City, a Manila suburb, fled their homes due to rising water from the nearby San Mateo River, and evacuations were under way along the Marikina River.

Toby Tiangco, the mayor of flood-prone Navotas, part of the greater Manila area, said it was the first time that water overcame the dike protecting the town.

In the financial district of Makati, a billboard fell on two cars and a bus, causing injuries.

Francis Tolentino, chairman of Metro Manila Development Authority, which encompasses the capital's 17 cities, blamed the storm surge for the Manila Bay flooding.

"The wind was so strong so the seawater overflowed and flowed past the embankment and couldn't flow back to the bay because of the embankment," he said, adding that a high tide developing later Tuesday also played a role.

President Benigno Aquino III, on a state visit to Japan, issued a statement saying he had instructed authorities to compile all information about the flooding.

He said the government had carried out preventive evacuations in the central Philippines. Nearly half of the Luzon areas served by the main power distributor were without electricity due to tripping caused by high winds, he said.

"I'm in constant touch with these members of my Cabinet and the executive secretary has been instructed to keep me and the public informed of conditions pertaining as well as mitigation efforts," Aquino said.

The first reported death was a 1-year-old who drowned in the central island province of Cataduanes after falling into a river, the government disaster agency reported. As the typhoon moved into Manila, a mother and child were killed when their house was hit by a falling tree in the suburb of Caloocan, and four were reported killed by a collapsing wall in the suburb of Valenzuela.

Four fishermen were missing while more than 50 others were rescued along eastern shores after their boats overturned in choppy seas.

Forecasters warned of 12-foot-high waves.

A tornado in Isabela's Maconancon town ripped off the roofs of at least five houses, injuring two people, police said.

With its immense 400-mile cloud band, the typhoon threatened to foul weather across the entire main island of Luzon as it moves across the Philippines toward the South China Sea late Wednesday or early Thursday toward southern China.

Steelers steal one from Colts

Indy loses another QB, watches as Pittsburgh boots FG for 23-20 victory

INDIANAPOLIS - During the final moments of a tight game Sunday night, Pittsburgh relied on its old standbys.

Troy Polamalu and Ben Roethlisberger.

Polamalu returned a fumble 16 yards to give Pittsburgh the lead, and Roethlisberger drove the Steelers 60 yards to set up Shaun Suisham for a 38-yard field goal with 4 seconds left that sent the Steelers to a 23-20 victory at Indianapolis.

Just like old times.

"Our defense, they're fun to watch," Roethlisberger said. "They make exciting plays when they need to, and they're on my side."

One strong final burst was enough after the Steelers looked out of sorts for the first 54 minutes.

Roethlisberger lost two fumbles and threw an interception during an 11-minute first-half stretch. Pittsburgh (2-1) managed just 67 yards rushing all night, and the vaunted Steelers defense produced just one sack.

Polamalu, Roethlisberger and James Harrison bailed them out. Again.

Harrison's crunching sack of Curtis Painter with 5:13 left knocked the ball out and the opportunistic Polamalu scooped it up and jogged into the end zone to make it 20-13. After the Colts tied it with 2:09 left, Roethlisberger delivered another one of his patented late drives, setting up Suisham for the winning kick.

Roethlisberger was 25 of 37 for 364 yards with one touchdown. Mike Wallace caught five passes for 144 yards and an 81-yard score, the longest of his career.

And they won ugly.

"We don't care how it looks," coach Mike Tomlin said. "We just want to get out of stadiums with wins, particularly road stadiums and AFC ones."

Sunday's game wasn't supposed to be so difficult for the defending AFC champs.

But Indianapolis (0-3), which has won 16 Sunday night games since 2000 ? more than any other team, used the national stage to send a message. They're not going away quickly or quietly, even with Peyton Manning out.

The Colts defense had three sacks, forced three turnovers, delivered a plethora of big hits and even scored Indy's first first-half touchdown of the season.

It just wasn't enough.

"We don't care about second-place prizes or playing good for a half or three quarters," said Dwight Freeney, who had two sacks and forced a fumble that was returned for a TD. "We didn't play good enough to win."

Indy's effort was complicated by injuries.

Five Colts starters, including Manning, were inactive. Indianapolis then lost backup quarterback Kerry Collins to a possible concussion that could keep him out of next Monday's game at Tampa Bay.

Collins' exit early in the fourth quarter pinned the Colts' hopes on Painter, who entered with a career quarterback rating of 9.8. But he nearly pulled it off.

Collins was 13 of 29 for 93 yards but just 3 of 9 in the second half. Painter was 5 of 11 for 60 yards with a 62.7 rating and led Indy to the most meaningful offensive touchdown of the season. Joseph Addai carried 17 times for 86 yards and a 6-yard TD run that tied it at 20 with 2:09 to go.

"We still are measured around here by wins," coach Jim Caldwell said. "That's what counts. But the guys played tough, played hard, and you certainly can see evidence that we're getting a little bit better, but the key is, you've got to win."

Initially, it looked like the Steelers would win easily.

They got a 48-yard field goal from Suisham on the opening possession and took advantage of a terrible mismatch ? linebacker Pat Angerer on Wallace ? for the 81-yard pass that made it 10-0.

Then Indy's defense did its best Pittsburgh impersonation.

Robert Mathis stripped Roethlisberger and recovered the ball, which led to a field goal. Dwight Freeney followed that with a strip sack from the opposite side. Jamaal Anderson scooped up the ball, cut to the middle of the field and used a brilliant block from Kavell Conner to free himself for a 47-yard score.

On the next play from scrimmage, Roethlisberger's deep pass for Emmanuel Sanders was picked off by rookie Joe Lefeged. Adam Vinatieri then hit a 25-yard field goal to make it 13-10 at the half.

Suddenly, the Steelers were in trouble.

"We just couldn't get things going with the turnovers," receiver Hines Ward said. "It looked like it was going to be a blowout, but we let that team back in."

Suisham tied it with a 44-yard field goal with 12:10 to go, and the Steelers were in a good position when Harrison smacked Painter in the back and Polamalu scored.

But Painter answered with an 80-yard drive, getting the tying score on Addai's run with 2:09 left.

"We walked out of here with a win. Did we play well? No, we know we didn't play well," Ward said. "Do we got to get better? Yes, and we will get better."

On March 13 of this year, 17 year old Yuuko Sato and 13 year old Mina Sato left the only home they'd ever known on an organic farm in Fukushima prefecture. They now live more than two hours by train to the north, in Yamagata. Their mother, Sachiko, explained the move via translator as fulfilling quote "the minimum duty of a parent" to protect her children. The danger they fled: radiation from the meltdown of three nearby nuclear reactors on March 11.

But not every child escaped. Some 300,000 children remain in radioactive zones in Fukushima, according to Sachiko Sato. She and her children were in New York City to protest a United Nations event on the safety of nuclear power. Some Fukushima children?and their parents?were actually evacuated from towns with relatively low radiation levels to places with higher levels. That error was due to incomplete information on radiation hotspots from all levels of Japanese government in the wake of the meltdowns at Fukushima Daiichi nuclear power plant.

Sachiko Sato says quote "the scenery in Fukushima is as beautiful as last year but all over us is radiation." She adds, "can you understand the pain of farmers who have to abandon the land they have cared for?"

That abandonment is not complete. Mortgages and property taxes still have to be paid on that land, with little help from the government. And so Ms. Sato has stayed behind in Fukushima to meet such financial obligations. Many families have similarly been torn apart in the continuing aftermath of the earthquake, tsunami and meltdowns. The triple disaster has also split apart once closeknit communities?some who stay consider those who leave to be traitors.?

Ms. Sato calls the 2 million residents of the area quote "guinea pigs.? The government has simply raised what are considered safe radiation levels for contamination in food and water. The new levels are much higher than those in effect in the U.S. or even near Chernobyl. And in April, the government raised the so-called safe level of radiation exposure for children from 1 milliSievert per year to 20 milliSeiverts per year. Ms. Sato asks quote "were they saying that people's ability to withstand radiation exposure had increased miraculously?" She adds quote "low level radiation exposure will continue--and we will see the results."

Clock ticks on Palestinian U.N. plan (Reuters)

UNITED NATIONS (Reuters) ? Diplomats struggled to find a formula on Thursday to avoid a clash over the Middle East as time ticked down on Palestinian plans to ask the United Nations to recognize their statehood.

President Mahmoud Abbas is pushing ahead with plans to submit the Palestinian application to the U.N. Security Council on Friday, rebuffing a personal plea from U.S. President Barack Obama to forgo the U.N. option and resume direct peace talks with Israel.

Iranian President Mahmoud Ahmadinejad, who has called Israel a "tumor" to be wiped off the map, was due to address the U.N. General Assembly on Thursday.

Iran freed two Americans held for spying on Wednesday in what Ahmadinejad called a compassionate gesture before his U.N. address.

But Tehran is still regarded with deep suspicion by both Israel and Western powers, who fear it is moving ahead with a covert program to produce nuclear weapons which could radically alter the security calculus across the region.

Iran says the program is purely for peaceful purposes.

THE LIMITS OF INFLUENCE

Obama ended meetings with Abbas and Israeli Prime Minister Benjamin Netanyahu on Wednesday with no sign of progress on the Palestinian issue, highlighting the stark new limits of U.S. influence and his own personal clout.

He earlier told the United Nations that only negotiations can lead to a Palestinian state, and made no mention of a need for Israeli concessions, which could alienate Israel's powerful U.S. support base ahead of tough presidential election battle next year.

Obama has said the United States will veto any Palestinian move in the Security Council -- a step which would isolate Washington with its Israeli ally as Arab uprisings unleash unpredictable new political forces in the region.

Diplomats are now focused on several scenarios which they hope may contain the damage.

The Security Council could delay action on Abbas' request, giving the mediating "Quartet" -- the United States, Russia, the European Union and the United Nations -- more time to craft a declaration that could coax both sides back to the table.

But the Quartet may be unable to agree on a statement within the next two days that could satisfy both Israel and the Palestinians, which remain divided on core issues including borders, the status of Jerusalem, the fate of Palestinian refugees and the future of Jewish settlements.

ANOTHER ROUTE

Another option, advanced by French President Nicolas Sarkozy, would see the Palestinians skip the Security Council in favor of the General Assembly, which could vote to upgrade the Palestinians from an "entity" to a "non-member state" while reviving direct peace talks.

Sarkozy's plan calls for negotiations between Israel and the Palestinians to begin within one month, an agreement on borders and security within six months and a definitive peace agreement within a year.

The General Assembly route would require only a simple majority of the 193-nation body, not a two-thirds majority necessary for full statehood.

What remains unclear, however, is whether this formula would allow the Palestinians to bring the Israeli government or its officials before war-crimes tribunals or sue them in other global venues -- something Israel strongly opposes.

The Palestinians, for their part, have pledged to press ahead with the Security Council bid while keeping the General Assembly option open.

Whatever happens at the United Nations, Palestinians will remain under Israeli occupation and any nominal state would lack recognized borders or real independence and sovereignty.

The cash-strapped Palestinians face their own political divisions, and may also incur financial retribution from Israel and the United States which could hobble their efforts to build the framework of government for their new homeland.

In the West Bank, Palestinians have rallied this week to support the U.N. plan, with many expressing anger and disappointment over U.S. policy.

"Our alliance with America has not brought us anything," said Amina al-Akhras, a public sector employee, blaming reliance on international donor funds for what she described as lethargy among Palestinians living under Israeli occupation.

"We are ready to sacrifice their support and instead have a stronger national position," she said.

For his next LP it isn't the Snowman who will lend the assist but Chris Brown. "We getting so sexy for the ladies on this album," the Don Cartagena told Mixtape Daily. "My first single that we're gonna drop in three weeks is me and Chris Brown, it's called 'Another Round.' It's crazy."

The Terror Squad leader won't completely abandon the streets, however. "I got a joint with Maxwell on the album, I got a joint with John Legend and [Rick] Ross, we're straight talking to the ladies. Of course I'm gonna give you some bop, bop," he said. "I thug 'em out on the sexy songs, but we're talking to the ladies on this one."

Through the years, Joe Crack has recorded hits with R. Kelly, Ashanti and Trey Songz. The rapper says that all of his collaborations begin with a feeling. "I will not collaborate or do a song with nobody unless I think it is a huge, huge event. I will not bother one of my friends," he said regarding his upcoming single with Chris Breezy, with whom he once toured Africa.

To prove his point, Joe mentioned Mary J. Blige. While the two have been friends for years, Crack hasn't reached out for a feature. "I have been dying to do a song with Mary J. Blige; she hangs out in my house, she's family," he said. "But I would not approach her with a record unless it's a smash-hit event."

Embryonic stem cell test go-ahead

Doctors at Moorfields Eye hospital in London have been given the go-ahead to carry out Europe's first clinical trial using human embryonic stem cells.

They will inject retinal cells into the eyes of 12 patients with an incurable disease, Stargardt's macular dystrophy, which causes progressive sight loss.

The disease develops in childhood and affects around one in 10,000 people.

It causes the gradual loss of central vision leaving only peripheral sight.

The trial will test the safety of using replacement retinal cells known as retinal pigment epithelial cells, derived from human embryonic stem cells.

'Milestone'

The trial is a partnership with an American bio-tech company Advanced Cell Technology (ACT) which has already begun treating patients in California.

Gary Rabin, chairman and CEO of ACT described the Moorfields trial as "another milestone for the field of regenerative medicine".

Stem cells are the body's master cells - those from human embryos have the potential to turn into any of the 200 or so tissue types in the body.

The stem cell line was created in the United States several years ago using a donated embryo of just a few cells, smaller than a pinhead.

Supporters say embryonic stem cell therapy has the potential to treat not only blindness but a huge range of disorders, from heart disease to cancer.

Opponents object to the procedure because it began with the destruction of a human embryo.

Another US company, Geron, has also used embryonic stem cells to treat patients with spinal injuries.

The Moorfields trial and those in the US involving ACT and Geron are all to test whether the procedure is safe.

If it is, then progressively larger numbers of stem cells will be used to check for effectiveness.

Prof James Bainbridge from Moorfields Eye Hospital said: "There is real potential that people with blinding disorders of the retina including Stargardt's disease and age-related macular degeneration might benefit in the future from transplantation of retinal cells."

Prof Chris Mason, Chair of Regenerative Medicine Bioprocessing, Advanced Centre for Biochemical Engineering, University College London, said: "Whilst principally a safety study, it will undoubted significantly add to the growing core of knowledge on cell therapies, thus helping advance the entire field."

Earlier this year the National Institute of Health Research (NIHR) awarded Moorfields and UCL Institute of Ophthalmology ?26m for work aimed at the translation of scientific advances into new treatments for people with sight-threatening disease.
